Dear Ms. Burden,
  I request that you deny certification of the Scope of Work that was
recently submitted for the proposed IKEA in Red Hook.  The boundaries of the
primary study area, as put forth in this document, fall far short of capturing
the true and considerable impacts that the proposed IKEA will elicit.
  With regards to land use, the exclusion of Piers 6-12 in the scope speaks to
a conspicuous avoidance of true impacts. Piers 6-12 represent the largest
under-developed waterfront parcel in Red Hook.
  With regards to socio-economic effects, the scope fails to analyze the
shopping corridors within a three mile radius.  For instance, the IKEA will
clearly present a significant impact on Antique Row (Atlantic Ave), yet there
is no mention of studying this impact.
  With regards to traffic and parking, the scope fails to identify what is
undoubtedly the most common current route to the proposed site: Columbia to
Van Brunt to Beard St.  The failure to identify this obvious route, and in
general to confine the study to a mere 1/4 mile radius, is flawed at best.
  In addition, too few of the public's comments were included in the final
document.  I trust that you will deny certification and I look forward to your
response.
